Road closures, time, how to watch and more

Vice President Kamala Harris will hold a campaign concert on the steps of the Philadelphia Museum of Art on Monday evening as the presidential campaign continues to focus on the critical swing state of Pennsylvania. A similar Harris concert event will take place earlier in the evening in Pittsburgh.

Details, including scheduled performances, are sketchy at this time, but equipment for preparation and plans for road closures are in place.

Here's everything we know about the rally so far.

The rally and concert will be held Monday evening — the eve of the election — from 5 to 9 p.m. on Benjamin Franklin Parkway below the steps of the art museum, the campaign says.

We don't know yet. The Harris campaign remained tight-lipped about the planned artists. It's also unclear whether the lineup in Pittsburgh will be the same as in Philadelphia.

Attendees at the Harris rallies included Bruce Springsteen, John Legend, Gracie Abrams and others. Celebrities and artists with Philly connections who have supported Harris include Pink, Questlove and Abbott Elementary SchoolSheryl Lee Ralph and Aubrey Plaza of Delaware.

There has been a lot of speculation about this. Swift, a Berks County native, endorsed Harris in September. Now there are rumors almost every time a rally overlaps with a time slot in their busy Eras Tour schedule.

Last week, fans debated whether Swift would attend a concert event in Wisconsin that featured some of Swift's friends and songwriters, including Aaron Dessner of The National and Abrams, who is accompanying Swift on the final leg of her international tour. Still, Swift was nowhere to be seen.

Now, with a huge rally taking place in Swift's home state, rumors are once again swirling that this could be the time for a surprise appearance from the “Bejeweled” artist.

Swift performs the final U.S. leg of her “Eras Tour” Friday through Sunday in Indianapolis has a week off before traveling to Toronto for the final nine shows of the tour.

The rallies are free and open to the public, although there may be feedback and security restrictions in the area surrounding the event.

The city administration began closing some streets on Friday.

Motorists are advised to avoid areas near Fairmount Avenue and the Benjamin Franklin Parkway and delays are expected.

Road closures include:

The following streets will be closed from Friday 8 a.m. to Tuesday 8 p.m.:

  1. Eakins Oval between Kelly Drive and Spring Garden Street

The following streets will be closed from Saturday 8 a.m. to Tuesday 8 p.m.:

  1. Kelly Drive (inbound) from 25th Street to Benjamin Franklin Parkway

  2. Spring Garden Street between Pennsylvania Avenue and Kelly Drive

  3. Benjamin Franklin Parkway (inner and outer lanes) between 22nd and 24th Streets

The following streets will be closed from Monday 5 a.m. to Tuesday around 8 a.m.:

  1. The full width of Benjamin Franklin Parkway, beginning at 18th Street and extending west through Eakins Oval to 25th Street

  2. 19th Street between Arch and Callowhill Streets

  3. 20th Street between Arch and Vine Streets

  4. 21st Street between Winter Street and Hamilton Street

  5. 22nd Street between Winter and Spring Garden Streets

  6. 23rd Street between Benjamin Franklin Parkway and Pennsylvania Avenue

  7. Spring Garden Street Tunnel

  8. Spring Garden Street Bridge

  9. Kelly Drive between Fairmount Avenue and Eakins Oval

  10. Martin Luther King Jr. Drive between the Falls Bridge and Eakins Oval

  11. I-676 westbound exit at 22nd Street (I-676 eastbound exit at 23rd Street remains open)

Short-term, intermittent closures of 2200 to 2400 Pennsylvania Avenue are expected to occur Monday to move equipment and resources. Motorists are advised to exercise caution in the area and follow directions from Philadelphia Police.

There will also be parking restrictions throughout the immediate area.
