Co-owner of Rocky Hill Pharmacy charged with altering and forging prescriptions

KNOXVILLE, Tenn. (WVLT) – The co-owners of a Knoxville pharmacy were indicted by a federal grand jury Friday in connection with altering and falsifying prescriptions over several years.

According to an indictment, Rocky Hill Pharmacy co-owners Tiffany Haney and Anne Warren agreed to prepare and submit altered and forged drug prescriptions for reimbursement to health care programs between August 2018 and July 2024.

In total, the indictment states that approximately $8,778,736.10 was taken from the health care programs, which include Medicare, Medicaid and TennCare.

Haney and Warren forged prescriptions using the names of doctors who did not authorize the prescriptions and naming themselves and their family members as patients, the indictment says. They then created a drug list that ranked specific drugs according to their high reimbursement rates and marketed them to a number of pain clinics and health care providers.

Haney and Warren then created fake forms and other documents and handwrote a patient's name on the document. They also marked boxes next to medications, wrote refills in them and falsely signed the provider's name, the indictment says.

According to the indictment, Haney and Warren also submitted additional reimbursement claims through Rocky Hill Pharmacy's drug prescription management platform.

On Friday, Haney and Warren were charged with one count of conspiracy to commit health care fraud, three counts of making false health care statements and four counts of aggravated identity theft.

Her arraignment is scheduled for November 12th.
