Waters in the Caribbean are warm enough for tropical development of potential Tropical Cyclone 18, which forecasters believe will soon strengthen into a tropical storm and move into the Gulf of Mexico.

But wind shear or disruptive breezes play a role, along with a distant jet stream, making predictions about the system's path difficult for forecasters. AccuWeather expects a tropical storm to form by Monday night, while the National Hurricane Center puts the system's chance of developing over the next 48 hours at 90%.
