The plan states that these organizations and pro-Palestine advocates will receive “indispensable support from a vast network of activists and donors with a much more ambitious, insidious goal – the destruction of capitalism and democracy.” The plan to crush the pro-Palestine movement includes using anti-terrorism and sanctions laws to override constitutional freedoms, including the First Amendment.

The plans include deporting international students and others on foreign visas if they engage in pro-Palestinian activism, as well as charging fees under the Foreign Agents Registration Act, which requires people representing foreign interests to deport their funds and to disclose activities. The plan also proposes using RICO statutes, typically used against organized crime, to assist in the prosecution of leading pro-Palestinian organizations.

Project Esther describes a series of steps: tracking “propaganda” in schools, pursuing intimidation tactics to discourage students from joining demonstrations, and restricting communication, coordination and meetings between pro-Palestinian groups. The plan envisions a point at which the majority of the Jewish community and the general public perceive pro-Palestinian groups “as a threat to their security.” The entire process should be successful “within 12 to 24 months,” according to the plan.
