North Kingstown approves 7.2 million in bonds for security complexes and schools


A previous, more ambitious attempt to pass a single bond failed to convince voters last November

NORTH KINGSTOWN — Voters approved two bonds Tuesday to borrow more than $197 million to build a new security complex and upgrade school facilities.

The result is a victory for the city government, which tried to bundle both projects into a single $222.5 bond last November. Some residents thought the proposal was an unnecessary “mega-bond” that threatened tax increases, and opponents rejected it outright, with nearly 62% voting against it.

This time, city officials took a different approach.

First, they split the bond into two parts: one proposing to borrow $60 million to build a new police and fire headquarters at the Quonset Business Park, and a second of $137, $2 million to build a new middle school, renovate another and improve several elementary schools.

They also scrapped the original proposal to merge two middle schools, choosing instead to build a new Wickford Middle School and renovate Davisville Middle School. Upgrades such as new roofs and HVAC systems, as well as accessibility and safety improvements would also be made to those schools and Stony Lane, Fishing Cove and Quidnesset elementary schools. The city hopes to get 35 to 40 percent of the deposit refunded by the Rhode Island Department of Education.

Efforts also were made to educate voters about why the city required the bonds. Police and fire chiefs conducted virtual and in-person tours of their facilities.

City Manager Ralph Mollis requested cuts to the original cost estimates for the public safety complex, reducing the bond amount by about $4.5 million.

Although the price isn't far from last year's single bond — about a $25 million difference — voters appeared more receptive to the two proposals in Tuesday's vote. They approved the public safety complex bonds with a 60% majority and the school facilities modernization bond with a 57.5% majority.

Construction on a new public safety building is scheduled to begin in April 2026, while work on the new fire department is scheduled to begin in September 2027. Work on the schools will begin around March 2026 and will last around 22 months.
