Rosie O'Donnell's daughter arrested for child neglect after baby found near meth pipe

Rosie O'Donnell's daughter Chelsea Belle O'Donnell was arrested on child neglect and drug possession charges after police reportedly found her 11-month-old son near a meth pipe last month.

The 27-year-old was charged Sept. 17 with four felonies: maintaining a drug trafficking operation, child neglect, possession of methamphetamine and THC, the latter commonly found in cannabis, according to court documents obtained by In Touch Friday.

She was also reportedly charged with two misdemeanors: disorderly conduct/domestic violence and possession of illegally obtained prescription drugs.

Chelsea was arrested and charged after officers visited her home in Marinette, Wisconsin, on Sept. 10 because she was having an argument with her boyfriend, Jacob Nelund, which led her to call the police, according to the documents.

During the call, dispatchers could reportedly hear a woman telling another person to “get the fuck out.”

Upon arrival, police found that Chelsea's pupils were “dilated” and that she was “not being truthful at all.”

The officer who documented the visit also said he had been called to the home weeks earlier for a “similar incident” and experienced the same situation.

When Chelsea was questioned at her home, she was found with a meth pipe in her pocket. The pipe reportedly contained meth residue.

When police arrested Chelsea and entered her home, they documented that they found “horrible” living conditions.

Then, surprisingly, they found a meth bong and a meth pipe “that a small child could have easily grabbed,” the police report says.

Police said they also found “a black and silver digital scale, some used gem bags with white residue and a sharps container with additional used and unused hypodermic needles” under her child's crib.

“There were numerous used hypodermic needles in the bedroom, which was apparently intended as a children's room,” reported a second officer.

“Some of them were covered in blood. There were old apples, trash, random tools and butane bottles on the floor, all mixed in with (the child’s) clothes.”

According to the documents, a “used meth pipe and a gem bag with meth in it” were also located in Chelsea and Nelund's bedroom.

“It appears that Jacob and Chelsea were more interested in their drug addiction than in providing a safe and clean environment for the baby,” an officer wrote in his report.

It was later discovered that Chelsea was in possession of 18 grams of meth after an arresting officer noticed her “digging in her butt or vaginal area.”

After her arrest, Chelsea's baby was placed in the care of Nelund's friends. She was released on bail shortly afterwards.

The concerned mother reportedly had another run-in with police in a separate incident on October 10 when she was pulled over.

She allegedly tried to throw a meth pipe out the window, and the officer found “three used needles” in the center console of the vehicle, according to In Touch.

She was arrested but first taken to the hospital, where it was discovered that she had oxycodone, morphine and sulfate pills, as well as a bag of methamphetamine that she had hidden in her bra.

Chelsea was arrested again and reportedly charged with possession of meth, bail jumping, possession of narcotics and other offenses.

In Touch reported that hearings in both cases were scheduled for November.

Rosie's rep tells Page Six exclusively: “Unfortunately this is nothing new for our family – Chelsea has struggled with drug addiction for a decade – we all hope she finds a way out of this deadly disease.”

The Marinette County Sheriff's Office did not immediately respond to our request for comment.

Rosie, 62, and her ex-wife Kelli Carpenter adopted Chelsea as a baby.

The comedian reported in August 2015 that Chelsea went missing in New York when she was 17 years old. Four days later, the then-teenager was found in the attic of a suspected drug dealer's home in New Jersey.

“Rosie is relieved that Chelsea is back but fears for her daughter. She is extremely upset that Chelsea was with this guy,” an insider told Page Six at the time.

“He’s 25, a heroin dealer who lives with his mother.”

In October 2015, Chelsea criticized Rosie for claiming she was mentally ill when she reported her missing.

“People think I'm a crazy person and like I said, I have depression and severe anxiety – but it's gotten a lot better,” she told the Daily Mail at the time.

“But these were personal things and I didn’t want anyone to know them about me. I wouldn’t say I’m mentally ill – I’d say a lot of people struggle with what I have.”

The following year, Chelsea was admitted to a hospital on Long Island, New York after a reported drug overdose and was evaluated by social workers, psychiatrists and other mental health professionals.

In October 2016, Chelsea married a man named Nicholas Alliegro, but filed for divorce when she became pregnant with his child.

She had her baby, daughter Skylar Rose, in December 2018.

Chelsea had three more children: daughter Riley in January 2021, daughter Avery Lynn in February 2022 and son Atlas in October 2023.
